If it turns out Floyd actually has a hard fight against Victor, i doubt he'll fight Pacquaio. Pacquaio will fight Victor most likely.
I think, Roach wants to see a good fight, so that he can have a good update on Mayweather's condition, in case, a fight between Mayweather and Pacquiao does get sealed in the near future.
