It won't happen in the next 2 years. Joshua is a cash cow, they're gonna protect him at least a little. At this stage, Tyson Fury is miles ahead of him in terms of quality of competition and experience. They know there's an high chance something bad could happen. Exactly like a fight with David Ghaye will NEVER EVER happen.
I rate Fury and wonder where he would be if so many fights hadn't fallen through. Hopefully the Chisora fight happens and he looks good in beating him, leaving Chisora to face Joshua next summer maybe. Would like to see him face the winner of Stiverne/ Wilder (Stiverne), I think he handles either anyway. Obviously Joshua needs to step up his competition, he need's challenging fights and a crisis or 2. I'm not sold on his style but suppose you can't properly judge until he's gone more than 3 rounds against a live opponent. To summarise I would say it would be a great fight in 12-18 months, but that depends on Fury staying undefeated or being a champ as I can see him going off the rails when his 0 goes. Joshua has just as much to do in getting upto top 5 level competition!
The Fury who turned up for that fight was not Fury at his best. The fury who recently faced Joey abell was not the real Fury. We've had glimpses of his best. The Fury who faced K Johnson would beat A Joshua right now. He went form orthodox to southpaw, used his Jab to perfection and give a clinic. If he feels he needs a full training camp without the fish and chips daily in a massive fight he'll get his head in the game. A fully fit Fury is stronger than A Joshua. Has better stamina than A Joshua IMO, has a better Jab than A Joshua(Currently). If Fury uses his brain in that fight he'll be winning the battle of the Jabs. Keeps it at range, he'll UD Joshua, as of right now.
Joshua KO in the early/middle rounds or Fury KO in the late rounds. But I would def pick Joshua at the moment.
