Non-title fights wouldn't normally have judges. although just looking at the BBBOC rules there would seem to be the option:

 

well if the stewerds don't deem having three judges appropriate for a rematch of a fight with such an outcome then when will it be appropriate?

I think the Ref gave a very dodgey decision and it's all a matter of opinion but still!!!
