Usyk if you are talking about PfP. That's about it. Arguably Joshua although the case could be made either way, because you are arguing about guys like Helenius and Breazele. Maybe very arguably Parker, because where his resume has no great wins on the front end it is very deep in terms of overall good competition. But only only Usyk is inarguable, and only that if you are talking PfP.
The only clear example is Usyk. who fully unified a great CW division and is the unified HW champion. Joshua highly debatable. Makh is more or less on par or slightly better with several towards the end of his top 10-13
