You said so many things that were wrong.

Firstly, you can use TRT in any state or competition as long as a) you have a therapeutic use exemption from a doctor saying that you need that the therapy and b) you don't test over the acceptable testosterone to epitestosterone ratio (which varies between 4:1 and 6:1 depending on which state you're in).

The reason Peterson failed has nothing to do with it being illegal in certain states. He failed his test because him and Khan underwent additional random testing conducted by VADA, who use carbon isotope testing to distinguish between testosterone produced naturally by the body and artificial testosterone coming from some illicit source. He had pellets in his ass producing artificial testosterone, hence the failed test.

What you might be getting confused about is the fact the Nevada (or any other state for that matter) don't carry out carbon isotope testing as part of their one post fight test, so as long as Peterson was within the acceptable test:epitest ratio then he wouldn't have failed a drugs test. Just like he didn't fail the Washington DC Athletic Commission test (if they even conducted one).

Bottom line is using TRT or any other type of artificial testosterone without a therapeutic use exemption is cheating. Just because standard boxing commission testing is too useless to detect it doesn't mean it's not cheating.

Conte recognised him as Angel 'Memo' Hernandez, the self confessed PED expert and supplier and shared this on twitter, thus exposing his true identity.

I don't see what's idiotic about that. It's more than possible that without Conte no one would be any the wiser about who this guy.

-When JMM has been accused by Pacs team of steroid usage JMM has said then let's take some random tests. Pacs team then declined.

-When Pac has been accused of steroids he has come up with many excuses to not take random tests. for example: Afraid of needles(despite his many tattoos), it is an insult, it will weaken his body, he wants to know when he will be tested.

Do you know how weird that is? When we got into a debate about this at work one of the guys in charge jokingly(didnt know at the time) said that we were going to do random drug tests here at work now too.
The people who do not do drugs said ok no problem. The ones that are messing with drugs said the same thing Pac said. They takled about it being an insult and it is the integrity of it.
