It's a way to give Gacia the title, and then create a mandatory for him to face. best option would have been a mini tournament to determine the champion second option the classic #1 vs #2, third option #1 vs #3, fourth #2 vs #3, fifth #1 vs #4, sixt/seventh #2 vs #4 or #1 vs #5, eight/ninth #2 vs #5/#1 vs #6... TENTH Garcia vs Guerrero.
Don't blame Garcia for fighting Guerrero, Guerrero is only getting the title shot because he has Mexican heritage. atsch Blame the WBC, they've been doing this for decades already. If you're fighting for a vacant WBC title, you're most likely going to fight a Mexican. Either way, Garcia wins the belt, but he's still obligated to fight his mandatory otherwise get stripped. If Khan really wants the rematch, he'll get it. And the fight will be huge.
I don't blame Garcia for getting a gift belt, I do blame the WBC. And does Garcia actually have to fight his mando after? Because history has shown that it often isn't the case when it comes to WBC belts, and certainly not the WBC welter one.

Everything u said is spot on and I agree with except Bradley retiring. Even if Arum keeps stringing him along, he's building up his resume and imo we haven't seen the best of him yet. I'm not a fan of his really but I can see this.
