Russell has some of the fastest hands I've ever seen, and pretty good boxing technique, but his resume is ABYSMAL for his talent. He hasn't even tried to unify at featherweight, because he's perfectly content with just sitting on his WBC belt and defending against lesser competition.
I dont know if he is perfectly content with the situation you described or not. But what you described is undeniable.
That's what Haymon does. If he has nobody in his stable for you to fight, he will ruin a career until he finds an opponent to avoid contact with other promoters. There is actually a rumour that Tank may fight Russell next. Another mismatch. It would likely end up with a brutal Tank KO like the LSC fight, but if Russell can evade Tank enough maybe he can sneak a decision. So it could backfire for Tank and Mayweather. And that would be hilarious.

I was never that impressed with him on the way up, and was disappointed that he didn't take advantage of Lomachenko still being so wet behind the ears. But I had to hand it to him when he took Gonzalez apart for the WBC in March 2015. For the first time I started seeing what the fuss was about, and really thought his career might take off properly after that. Been a complete washout since though, and you have to remind yourself that he's still a reigning champion. Easy to blame promoters or managers, but to me Russell just doesn't seem convincing in either his manner of his performances in the ring. Just something about him and his persona which makes me think he's not hungry and / or motivated to really push the envelope, ruffle some feathers and try to make big things happen. I could be wrong, of course. But while they are subject to the whims of many men in suits I don't think fighters are quite as hopelessly powerless and controlled as is sometimes claimed, and that Russell could have done more to try and break into the big time. It's amazing (and quite sad / sobering) how these kind of careers pan out. Guys go from being a can't-miss prospects to being mid-thirties and yesterday's news in the blink of an eye, with everyone still wondering just how good they could have been.
