He was a top 5 Super Featherweight but only due to the fact it was such a weak division. He rose up the rankings due to the fact fighters like Guzman, Soto, Guererro moved up in weight. Infact the Cook/Martinez/Burns era of the Super Featherweights was probably one of the weakest divisions in boxing history. Beating Katsidis and Moses deserves credit. Your a moron if you don't rate him for those wins.
He beat Roman Martinez a very accomplished fighter Burns was the best Super-Feather in the world and now hes making great strides in the lightweight divison.

Was busy at work mate, I remember saying Martinez was top 7 IIRC. Uchiyama, Solis, Salgado, Litzau and Ao are the only one's i can think of that deserved to be ranked higher then Martinez, must have been pissed or something when i said that.
