Let’s say they actually meet in 1989 or around that time, which could’ve happen,
    Who wins this matchup?

Foreman’s people considered Michael Dokes as a possible opponent after Dokes lost to Ruddock in 1990. Might have been a semi-competitive fight but ultimately I think Foreman would have gotten him out of there

Foreman beats anyone not named Holyfield in 1989/1990? I'd take George in a slow and grueling beatdown where Dokes stands tough in the trenches for longer than he should have probably.

Dokes hand speed make it interesting for a few rnds as he is bouncing shots off the big man's Swede. Mid fight Dokes gets sparked out and that's good night

Dokes was too fast and could still do 12. Foreman wouldn't cut the ring off like Holyfield or keep anywhere near the same pace. Dokes ud against the guy who struggled with Qawi and Stewart.

Foreman could do it just as quick as Ruddock did- He was a much better tactician and strategist, and likely had more power. Dokes outpointed Ruddock in the first few rounds and just got caught cause he got scared anytime Donovan threw that left, just think what Foreman would've done to him.

That means Foreman would have beaten Tyson in 1989. I'm not saying otherwise, I'm just saying your statement is brave.

I thought Ruddock won all the rounds against Dokes, it was a good performance from him.
