    So he is saying that Pacquiao is either the hardest hitting or has the best punching technique of any welterweight on the planet. And he is saying that Rios has the best chin of any fighter at junior welterweight despite being 1-1 in that division. Word.

    Foreman has some promotional link to Top Rank. You can't take what he says regarding anything that could relate to the current promotional landscape as anything remotely serious especially in a case such as this.
