How Score is Calculated in a Boxing Match?
In a boxing match, points are awarded to a fighter for each punch that lands cleanly on their opponent’s head or body.

A “clean” punch is defined as a punch that lands with the knuckles of the glove on the opponent’s head or body without being blocked or parried. Punches that land on the arms or gloves of the opponent do not score points.

Bicep bombs are "high up on the arms" / "near the shoulders".

It is not that beneficial to hit your opponent's arms because it will not help score any point. In addition, it will not hurt your opponent that much if you hit your opponent's head, jaw, and liver.

Official rules, not some bollocks written by Clenela fangirls:

Only punches delivered with the fist closed making contact using the head of the metacarpals and the first two phalanges are accepted. Punches must touch the opponent on the front or on the side of the head or torso.

Punches on the arms are not counted. Punches that are delivered outside of these conditions are considered as irregular. The techniques permitted are as follows:
Punch: Jab (front hand) / cross (back hand); Hook, bent arm with either hand; Uppercut with either hand ; swing with either hand ; The authorized target zones, using the allowed techniques are as follows: Head: Face, side and forehead; Chest: Frontal and lateral (note: punches to the arms are allowed but do not result in any points);

Biceps/Shoulders, etc, are part of your arm, educate yourself in basic bio.

The judging guidelines I posted are direct from the Association of Boxing Commissions website. They clearly define punches high up on the arms near the shoulder as scoreable. None of your butthurt spin will change what they say can be scored!
