    Whitaker
    Toney
    Tito
    Hopkins

Must have reigned as P4P#1 at one point or another within that period.

    2009-09 Paquaio
    05-08 Mayweather
    04-05 Hopkins
1997 - 2004 was mostly RJJ, with brief runs by De La Hoya, Trinidad and Mosely
from about 1992 to 1997 it was mostly Pernell Whitaker, I think James Toney got in there briefly too.
Before that it was Julion Cesar Chavez

If we are talking about ring rankings Tito was never number one.

No the highest place he got was second place(im talking about ring ratings) even though some Ring writters thought he should have been number one they said Whitaker was 1A and Toney 1B but they never actually had him at one in the rankings.

fair enough, it was before my time but on fights i've seen commentators spoke about him as unbeatable and p4p#1 it's always hard when you have great fighters in quite different classes
