In almost all cases someone who's proven it over and over will get more leeway than someone who talks big but never acts on it. GGG staying at 160 is his prerogative but when mentioning double standard the thing I feel gets people is how do you consider someone elite yet don't have the same elite level standards you have for others. If T.Crawford beats Postol then spends the next 2 yrs fighting Alvarado/Salka level comp he would get cr@pped on daily I believe that is the point a rational Golovkin critics tries to make.

Did Hagler or Carlos Monzon ever leave middleweight?

Hagler had some very good names on his record, well known opponents, "names". Hagler is regarded as one of the best middleweight of all time and rightly so in my opinion.

Monzon is also regarded as one of the best middleweights of all time, some say one of the best P4P fighters of all time and If people were honest they would struggle to name (without looking it up) 5 Monzon opponents.
