Oscar already said on Instragram VIDEO that he's not coming back and its just a rumor. I saw it myself.
However, if Oscar got in shape and was straight, he could make a respectable showing I believe. I think the last couple years fighting he was well into his addiction phase, which really hurt him more than anything. GGG isn't that fast and both men know how to box well enough. If Oscar got some of his speed back, it could be a decent fight. Oscar had a granite chin and took prime, killer tito's best shots without flinching. Well, the few that tito did land lol. But realistically, I doubt oscar could get back in that type of shape at this age, but if he could, it could be interesting enough.
