If this is true it's one of the most ridiculous things I've ever heard. It certainly HELPS boxing (and especially Klitschko) because it will allow us a better chance of a true unification, but what a load of **** that they make a guy who has been inactive for a year and very clearly lost his last fight just come back and be the #1 mandatory. It's shameful. It just goes to show that there are no real rules.

Can anyone verify that this is true?

Yes, that's true, but he's ranked #1 (not champ, of course) in the eyes of most objective observers and all or nearly all unbiased magazines/websites (e.g.-The Ring, ESPN, etc...) As long as he keeps winning, I don't see how the Sultan/Chagaev winner displaces him.
