Funnily enough just watched that fight today. I think Barrera was ranked 3rd best fighter in the world at the time and was seen as the man at featherweight, and a little-known Filipino slugger came up from super-bantam and absolutely took Barrera apart. Laurence Cole's performance in that fight was a joke, calling a knockdown for Barrera which clearly wasn't, then calling a slip when it was a clear knockdown for Pacquiao.
