I don't understand your position. They're both the same size, so if you consider Chavez the better fighter why does Ortiz rank higher head to head, especially being as Chavez was successful at 3 weights, Ortiz at 2? Or are you just talking in terms of resume? You should specify if so, there are too many ways to interpret "P4P".
I said I'd pick Chavez head to head. Ortiz has the more impressive/deeper list of opp (whom he beat) so so speak and was fundamentally a terrific fighter, hence why i'd put him ahead in a P4P sense, but I think Chavez would just about outwork him in a closely contested fight were they to ever meet, and was a great himself. It's awfully close whatever the case IMO.
I only consider the top 30 or so fighters of all-time, great. Ortiz is a top 100 fighter of all-time no doubt, but not top 30. He is in there with a Young Griffo, Kid Gavilan, Eusebio Pedroza.... an excellent fighter no doubt.
How can lists be wrong? They are just opinions; the only matter of fact in boxing would be who was a World Champion...
