Here in Britain if your born and bred here and choose to represent our country no matter your ancestry your British. Calzaghe is Welsh (part of Britain) with Italian heritage, but still British.
I agree his resume is pretty thin, but whilst Hopkins was past his best he was still elite and went to achieve more great things. Granted a past prime Eubank, Jones Jr, prime Kessler and Jeff Lacy isn't the best resume, his longevity and talent earns him the top spot IMO.
In general, Britain has not produced a fighter to rival the likes of Sugar Ray Robinson, Roberto Duran, Muhammad Ali etc, but there is currently and historically been one of the largest fan bases in the world, as well as producing many elite world champions and contenders.
With that argument, all African American boxers would not be considered American as their ancestry is African, as well as Italian Americans such as Marciano and Pep and Hispanic Americans such as De La Hoya, of which those three groups alone constitute the vast majority of great American fighters.

I’d consider him more International. He’s British born to Jamaican parents he spent formative years in Britain until his adolescence moved to Canada competed in the amateurs and then represented his adopted country in the Olympics and then campaigned as British Heavyweight Professional. I haven’t got a issue with him claiming to be British. Joe Calzaghe identifies as British and his dad is Italian and his mum is Welsh and he’s got supporters everywhere regardless English, Italian and Welsh alike.
