Whites by and large come from the richest countries and have a better level of nourishment, hence bigger bodies. Go back to Pep, Leonard etc era, Italians, Jews, Irish lived in great poverty in American ghettos. That's no longer the case. Not that American whites box in great numbers anymore anyway. The large amount of Eastern Europeans in the higher weight classes probably reflects the favourable treatment they get in those poorer countries, thus why they go into boxing.

If Buchanan can be included, him. It's a very limited list though. White boxers tend to be 154 onwards so there aren't many to choose from. I think another Scot, Scott Harrison would be up there too, along with Fenech, Hatton etc..

 

Probably Yuri Arbachakov. Doesn't have the resume of some of the other guys because he started so late due to being stuck in the USSR, but he should be up there at least.

Greg Haugen probably deserves a shout as well, above guys like Hatton anyway.

I'll also just throw out Naseem Hamed, since South Asian is technically still Caucasian.
