A handful of African American fighters around the time John Sullivan was champion. Peter Jackson comes to mind. For recent times, I'm not really sure. I'm trying to think of a fighter who has tried for a title a bunch of times, never to make it. Andrew Golota might be up there, although his mind had a lot to do with that.

I imagine you'll get this answer a lot for the worst: John Ruiz. However, It must be also stated that when has someone ever in the history of boxing accomplish so much with so little apparent skills.

I like heavyweights, so that's where my answers end, but I'm curious to hear other answers.

    1 - Sam Langford
    2 - Charley Burley
    3 - Peter Jackson
    4 - Packey McFarland
    5 - Harry Wills

All of these guys could have been champ. In my opinion Langford is the best fighter who has ever lived.

He did have belts and such but he never was the world champ.

Sam Langford and Charley Burley are the first two guys that come to mind. Langford, a top 10 all time great, and Burley, a top 50 all time great (quite possibly even higher than that).

Langford ranks #4 for me. Burley has just recently cracked my top 35, after a long time underrating him.

Did you mention Cotto because he has never been the Ring Champion or because he's never unified two belts?

I think that #4 is acceptable for Langford, although I personally don't like to see him lower. He's one of the four guys I think there is a serious case for making #1 along with Robinson, Armstrong and Greb.

Then you have guys you can make outside cases for, Walker, Pep, Charles. Burley ;)

Apprantly, everyone has different definitions what a champion is. Some believe that only the lineal champion is a champion and the rest are just belt holders. Others believe you can win an ABC championship without ever beating the ABC champion.

What are your thoughts on this? Do you consider an ABC champion a legitimate champion?

Yes, if you posses an ABC belt, you are that sanctioning bodies champion
