I considered that. Ruslan Chagaev also held the WBA 'super' title at one point. But I included these two fighters because they held the minor titles in isolation unlike Fury, Lewis, Wlad, Rahman, Joshua, Ruiz and Usyk.

Sam Langford owning the colored championship would probably be my all time pick, Tunney also being only the American light-heavyweight champion despite being debatably the greatest light heavyweight ever

I also distinctly remember that Chuck Wepner was the New Jersey state champion, though he most certainly isnt in the discussion, lol

David Tua isn't listed but I'll include him. He held the NABF, USBA, WBC International, IBF Inter Continental, and WBO Asia Pacific titles during his career.

There is a difference between regional belts and minor belts. The titles I have mentioned were designated 'world' titles by sanctioning bodies.

Didn't klitschko hold the IBO for the longest time?

Yup but in conjunction with 'major' titles. This poll is about those who held minor titles separately.

Maybe Pinklon Thomas. How do you rank the IBA? Below the IBO no?

There are two IBAs actually. The first organization is defunct now while the second is the world amateur body (previously known as IBA) which has now started sanctioning professional fights and has even awarded titles recently. IBO of course has been above both.
