A broader scope than lil ol' ESB. He'll be concerned about his reputation as Public Image is part of the game. You'd think he'd be happy to play the "nice guy" against Chunky. Can't really do that if he keeps coming up with reasons not to fight the guy (that he honestly really wants to fight!)

 

You know both promoters made bull**** offers for that fight? And that both sides turned offers down?

Is it as simple as Warren got in first and on TV with his <ahem!!> "offer" and now its "case closed" on the issue for a lot of people?
