Guys who would've had noticeably greater legacies if they got the just decisions?

You are right. Axel could have won the title vs Foreman. His second title shot was against Botha. I think Shulz won that fight (or at least it was a draw). Had he won oficially, he would have become IBF HW champion.

Hopkins is another guy that comes to mind. Imagine having only lost to a prime RJJ! But at the same time, i don't think his losses are on the same boat as Quartey/De La Hoya or Winky/Vargas. I agree with the decisions that Hopkins received in his fights with Taylor and Calzgaghe based on how boxing is scored. But from an overall perspective, i think he outboxed both of them. But they don't score fights that way.

So i think the decisions were "just".

Hopkins, gyped twice by HBO to prop up their poster-boy Taylor.

To those who say De la Hoya deserved the Trinidad and the 2nd Mosley fight well fine, but then take away the Ike and Sweet Pea wins and especially the felix sturm "win".
You could add Harry Simon to Winky's list as well. Maybe not a robbery as it was a close fight but there were enough who thought Winky won. Not that the win would have significantly enhanced his resume, but the loss does tarnish it a bit as Simon didn't go on to do much for various reasons.
Simon beat Winky more clearly then anyone that has beat Winky since his lose early in his career to Vasquez were he was dropped a couple of times. Simon just outworked Winky..It was a competitive fight but not a close fight and there is a difference. I thought that Simon won 8 rounds. I thought that he beat Vargas and Taylor close, and the Hopkins fight could have gone either way but Simon not so much.

But yes Winky is one of those fighters that had things gone his way he could have only had the one lost.

Agreed, think I scored Simon a close winner, but there were a few who scored it the other way.

Oscar de la Hoya. But, then again he did get some gift decisions in the process.

    Another vote for Hopkins here.
In my opinion, the only fight he lost was against Roy Jones.
I thought he did enough to beat Taylor x 2 and Calslappy.
