I don't buy into the nostalgia so much, and I don't default to Mohammad Ali at number 1. I'm pretty much of the same mind as @White Bomber. Bowe high up is a bit questionable. How many big punchers did Bowe beat? I am not saying he couldn’t beat them but how many did he go against? He never fought Lewis, Tyson, Ruddick, Mercer, Morrison, Tua etc so he is highly unproven vs big punchers. And how many small fast heavies did he beat? Apart from Holyfield who was willing to trade, he didn’t beat any notable fleet footed heavy. I question how Bowe would do against genuine speedy movers like Holmes and especially Ali.
My list: 1. Ali 2. Foreman 3. Mike Tyson 4. Liston 5. Lewis 6. Louis 7. Holmes 8. Vitali 9. Wlad 10. Holyfield Lewis’s susceptibility to a one punch ko and his relative struggles vs small skilled older boxers like Mercer and Holy prevent him from being higher. Louis’s susceptibility to early knockdowns and some trouble vs movers also prevents a higher spot. now bear in mind I am basing this on fights being 15 rounds which disadvantages heavier men due to smaller guys generally having better stamina. Also I am not going to have referees that allow excessive clinching. This knocks Wlad down a few spots.

Bowe never really proved himself as a H2H beast, Frazier is more deserving of a Top 10 spot, he can beat everyone else on the list barring Foreman and Liston.

While I do agree nostalgia often clouds our judgement (I’m guilty of this), but I can’t put Fury so high. His resume and career is somewhat overrated imo and despite his impressive size and awkwardness, he’s struggled with the likes of Wallin, Cunningham, and Ngannou who I’d hardly call premier heavyweights. I have a feeling some of the smaller more technical heavyweights, such as Ali and Holmes would give him a lot of trouble. I would back him to beat Holyfield and Wlad (prime), maybe Liston and Tyson as well. I just don’t think he’s done enough to crack my top 5.
I would comprise my Rushmore of four fighters based on their importance to the sport and not necessarily just in pure greatness. It would probably look something like Muhammad Ali Joe Louis Jack Dempsey John L Sullivan
