From my understanding Prograis came in 9lbs under Haney at 156lbs and Haney at 165lbs. Haney came in 4lbs over the Legal CSAC rules. At 15% the max was 161lbs for both fighters.
Like I said, I don’t see any official rule. And it’s not comparable because Ryan is a proven drug cheat and Haney is not.
There are tons of articles dating back to 2019 showing how CSAC has the 15% rehydration rule. I'm sure you saw them bro. Haney came in four lbs heavier than the legal rehydration limit against Prograis. Also, Ryan might just beat the illegal PED use allegations since they found the source of the contamination. Not only that but he apparently passed a hair follicle test. So in the end Haney is as much a cheat as Garcia as they both broke weight rules, and Garcia may be cleared of alleged PED use.

I've always maintained that there was a good possibility that JMM like many fighters, including Pacquiao, Mayweather, Golovkin and others who hire shady peddlers are benefiting from illegal PEDs. Here I am eight years ago saying that JMM was evening the playing field by working with Memo.
