Sorry, but he was. Doesn't take away from his greatness at all, so it's not being said to disparage him. There's fighters who aren't known for their power but can hurt guys and even put them away when they sit down on their shots. Then there's guys who sit down on their shots and still can't put you away, at least not by clean KO. Gavilan was one of those. Not basing it off record, either. The proof is in the footage.

Awesome fighter. Like a little southpaw cannon ball. The fact he beat a borderline great like Kingpetch in a single round shows how good he was IMO.
Gavilan has lots of knockouts over big names: Tony Janiro, Walter Cartier, Fitzie Pruden, Gil Turner, and Chuck Davey. Those are all on film. Not saying Gavilan had a really high knockout-to-win ratio though.
His stoppages were mostly of the TKO variety, though. In fact I don't recall ever seeing footage where he landed a clean KO shot or combination. You're bound to stop some fighters, even good ones, in a 143 fight career when you're as good at boxing as he was.
