The LA Times & Yahoo Sports. None of them confirm that it was plaster or anything similar. If it is identified as POP, then we can be outrage, call him a cheat and call for him to be banned from the sport.

Yahoo news: A controversy erupted about half an hour prior to Antonio Margaritos defense of his WBA welterweight title against Shane Mosley on Saturday, before 20,820 at the Staples Center. Dean Lohuis, the interim co-executive director of the California State Athletic Commission, said an illegal substance was found in Margaritos hand wraps. A boxing hand was wrapped with tapes and gauze to protect them before he puts on the gloves.
I've read somewhere (on ESPN I think) that the commision will examine the substance to find out exactly what it was.
An illegal substance? Not exactly clear is it, to me that's not conclusive enough. I want to know whether this was plaster or just some other powder before we label the guy a cheater. As a side note, Plaster of Paris i.e. hardening over the course of the fight as the boxers hands sweat would fit in well with what happened in the Cotto fight. Margarito is known "for starting slowly and getting better as the fight goes on", so I'm watching this with interest but I'm not gonna jump to any conclusions.
