Humberto "la zorrita" Soto was one of the fighters I loved to watch in the mid-to- last 2000's due of his style: a skilled/crafty boxer with good combinations... I found him very entertaining. He is obviously a level below the mexican 2000's HOF MAB, Morales and Márquez, don't know what do you understand as "Elite", but IMO a guy that has won major titles in two weight classes and has successfully defended them several times should be more than just a "good boxer".

Always loved Soto. But I don't think he's underrated, nor overrated BTW. He's given elite fighters tough fights, but he himself always fell just short.
