    Ioka might make this question even more difficult, depending on what he can accomplish at 115.

    To answer the OP, no, Inoue is not in consideration.

    Inoue is in consideration of the best fighter from Japan now.

    He isn't even in contention for top three all-time, maybe even top five. Harada, Jiro and Oba have to be above him as of yet. And I can't see a reason why you'd have him over Ebihara or Shibata. Just from recent years, Inoue hasn't actually done more than Hasegawa or Yamanaka yet.

    I remember one Japanese fighter who looked just like Ron Glass. I think that needs to be valued.

    Anyway, Inoue is getting there, but he doesn't have the signature win over a prime ATG like Harada does. He's surpassed the likes of Shibata and Ebihara, though- and I could be talked into rating him above Watanabe, since I think his quality of opposition is probably just about as good. Might take some discussion, though.

    Reigned longer over a couple of divisions, against comparable opposition.

    The first round KO over Kingpetch is lovely, but I don't rate Kingpetch quite as highly as others. Two close but fair decision losses to Acevallo can only get you so far. That leaves two wins over Torres (one of which was controversial), a win over pre-prime Chianoi, and a couple of solid contenders in Jamito and Aoki as his major wins. Good...But not necessarily great.

    Naoya's dominance over a respectable to very good level of opposition allows him to jump over Ebihara's place in the queue, imo.
