    Dempsey due to the racial politics of the day.

    The fight against Wills was signed but didn't happen & while it was shitty from a fan's perspective probably saved lives if Wills had won. Riots broke out all across the US after Jack Johnson beat Jeffries & several people were killed and Johnson broke many taboo's and thumbed his nose at White America which made it much more unlikely that Black challengers would get a shot at the HW title for quiet a while.

    Buster Douglas...maybe? Again, not sure how many defenses he had..

    Wladimir Klitschko...if you consider him the Lineal Champion (I do, some don't)...has obviously never fought Vitali.
