Yea he's in recess, basically if he doesnt get the big fight at 140, he'l come back down, and the winne of Diaz-Soto would be the Interim champ/number one contender, and if he does stay at 140, the winner of the match will be promoted to the full champion
WBC immediately declared him as champ in recess because of the cut, along with the talk of going to 140. Total bull****. They don't wait a couple months, not a couple weeks, barely a couple days to start working on their next sanctioning fee.
