Niether option is "easily" better than the other. Their careers, peaks and valleys, are very similar. The only major difference is Pavlik lost to two fighters he was expected to beat, while hattons losses were expected to be competitive.
The question itself is flawed. Hatton lost to PBF and Pac. Pavlik lost to a featherfisted junior middleweight who flops around the ring making mistakes.
Hatton lost to 2 all time greats at the peak of their powers. Pavlik lost to a relevant, but aging Hopkins, and a very good LMW veteran, coming off a defeat.

Hatton, but Pavlik has a long way to go in his career. I would still favour him over many of the top contenders in the 160lb division if he's mentally in the right frame of mind.
