Hatton is entitled to his delusion, I guess, however misguided. He wouldn't beat Paq in a month of Sundays anyhow.
Even if he would of beat Mayweather last december while he was in the top 10 I still wouldnt have put him at #1 p4p.

Exactly. All that fight would have proved was that Mayweather was never a great 147lb fighter. Likewise, if Hatton was to defeat Manny Pacquiao, it would just prove that Manny isn't big enough for 140lb. If he was to defeat Oscar, he would have beat a past it version, who isn't even in the top 20 P4P let alone top 10. I think Hatton thinks if you beat the P4P #1 then you automatically take that mantle, regardless of circumstances.
Bigger in frame. Hatton is natural 140lb fighter, whereas Manny has only campaigned as high as 130. I don't think Manny could take any full blooded shots from Hatton let alone Oscar.

If he beat everyone at 140, fighters that are his size, then he would get a lot of credit. I think considering the talent at 140, he would have to go up to 147 and beat some guys like Williams or Margarito to be considered the best. The reason I don't think a win over Manny would make him #1 is because we don't even know if Manny can compete at that level as a light-welterweight. Would we really consider it a great victory if Hatton beat Pacquiao? I have my doubts.

Beating the no1 contender in his division should get him back in the p4p top 10 in my opinion. Manny will be fighting oscar next (who has faught at Junior middle), and Manny made a mess of Diaz at 135. Hatton is the same size as manny. If Hatton beats the p4p no1 he desvers to be ranked faily highley, I wouldnt put him at no 1 though.
I can see that argument, although I'm not sure I agree. I have a lot more trouble with your argument that Hatton, a natural 140lber wouldn't get credit for beating Mayweather, an unbeaten P4P number one who had already campaigned successfully beating the linear champion and previous linear champion at 147lb. Let me phrase it another way. If Hatton had beaten Mayweather, you say he wouldn't be P4P number one. You say if he beat Pacquaio now you wouldn't consider him P4P number one. If he'd beaten Mayweather and now beat Pacquiao (adding to his victories over consensus P4P top three Tszyu, and Castillo who I did not personally rate so highly at that stage but was still in The Ring top ten P4P), what then? And if Hatton wasn't number one, who the hell would be?
He has been the champion there for several years, is fighting the ring no1 contender next, and is the same size as Pac.
