Well........actually he did. He weighed in at 150 against Forbes. But, yes he was pretty weight drained vs Pac, coming in at 145 lbs. Floyd is said to walk around at 150. Maybe he used to. But, as people get older their metabolism slows down. And he has put on some muscle too. My guess is the weight is harder to cut than it used to be. Was the 750 ml IV overkill? Probably so. Could it have used to help with rehydration? Of course.
Better testing needs to happen, I think the point Hauser articulates very well is the fact that fighters can pay for their own testing... With loopholes and on the face of it appears to be used as a means and tool to self promote a fair and level playing field, while actually bending the rules. The TUE is really the icing on the cake, the rest just looks shady as I said. Boxing needs a governing body which administers round the clock testing, proper testing, not private organisations whose main operational model will be to make profit. There's appears to be zero impetus for USADA to catch the people potentially paying them, Hauser highlights this fact perfectly. As for Mayweather himself, couldn't care less, but at the same time there's enough suspicious activity and goings on to investigate properly. Fact is, he hyper hydrated, which is cheating. He then used USADA the people he claims are cleaning up the sport as a mechanism to effectively allow this to take place. I therefore have zero faith, he's cheated, so it's not unreasonable for me to think he 'could' be using saline to mask EPO. Add in low TE ratios without CIR testing and it looks even worse. Not saying he's a drug cheat, far from it, in saying he should be investigated, which I'm sure he will at some point. Innocent until proven guilty.
