    How is this suprising?

Boxing is still a mainstream sport in Mexico, unlike in many countries in the world. It has a population of over 100,000,000. Finally, Mexicans are generally smaller in stature.

The popularity of boxing will cause a strong percentage of Mexicans to take up the sport, and the size of the population will create a large talent pool. The smaller size of the average Mexican will lead to them being concentrated in the lower weight divisions. Finally, the popularity of boxing means there will be a strong infastructure in place to train and develop talented boxers.

All these factors make it only natural that they would dominate the lower divisions.

I find it a bit strange that Margarito doesn't speak english, but was born in America.
