Haye, easily. Whatever his flaws (glass chin, for one), at least he fights WITHIN the rules and doesn't hold excessively or fake low blows!
But that is all about the skills and way of fighting in the ring which is independent whether they hold the title or they fighting for peanuts. How about taking on challenges and fulfilling the mandatory obligations?

Well, it's easy to take fights when you have Don King greasing the wheels, getting Ruiz gift decisions and favorable treatment from officials for his illegal tactics. Without the cheating, Ruiz would never have won fights against anybody above the journeyman level.

Seriously, these two fighters could not be more opposite. Ruiz; The quietman. Haye; the obnoxious loudmouth. Ruiz; straight jabs, then comes in close and holds. Haye; looping punches from outside, when inside, rabbit punches. Ruiz; unfairly and widely hated. Haye; worshipped by his ridiculous fans. Ruiz; took on the best challenges. Haye; runs from the best challenges. Ruiz; underappreciated resume. Haye; fans wildly overstate his accomplishments. Ruiz; a decent human being. Haye; shitbag.
Out of curiosity, What are your thoughts on Wlad Klitschkos excessive holding? Obviously he's more talented then Ruiz, but he uses the same defense based entirely on holding. To answer the original question Haye is the better fighter, but Ruiz seemed to take on better challengers.
This is a poll with an agenda, methinks. Ruiz by far and I think he was quite underrated because people didn't like the way he fought. He beat some fairly good opposition and fought pretty much everyone bar Klitschko. If he was that bad he'd have come a cropper far more often than he did. Haye has done a lot in such a small number of fights but looking at both men's career at heavyweight, it isn't really close. As belt holders though we have to remember that Haye has twice travelled away from home to win titles.
