HBO has a commitment to put on programming its subscribers want to watch. If they put on boring ****, people will stop subscribing. That is why the Klits haven't been on the network much. Why should HBO spend a lot of money to show a Klit fight when a rerun of a decent movie will draw the same viewers? That being said, if HBO ever wanted to invest in the Wlad and introduce him to American viewers, this is the perfect opportunity. However, I don't see it happenning.
So was Vitali-Arreola. They said it was because of the fights being overseas and no good American contenders to challenge them. They also made it clear they are only interested in showing 4 Heavyweights - K2, Haye, and Adamek. When the Klitschko's fight in the States they are on HBO.

Sky will do a good enough job hyping the fight. Adam Smith (head of sky boxing) hangs from Hayes balls, so there'll be plenty interviews, glimpses into training etc from both camps.
