I thought that your stance as that they are trying to make Oscar smaller? Sort of counterproductive if they also make Pac smaller, right? In other words... you are searching for something that isn't there. They are who they are. They entered the ring with Pac clearly comfortable for several fights while entering at the welterweight limit on fight night. You had an old Oscar cutting down to 147, and being on target for months... leading to him not putting any more weight back on after the weigh in. You had Pac, who is clearly growing and maturing into a bigger fighter, which clearly has suited him best, as I think that he has look his absolute best since he has been coming into the ring at 144, 145, 147, and 148 1/2 in his last fights.

You are making something out of nothing. Why? You know that Pac won, right?

Humans don't have consistant height - span ratio.
A 5'5" male could have a longer span than a 5'10" male.
Also, coloured people as an average have longer spans than white.
Check out Spud Webb holding up the dunk competition trophy at 1:28. He's only 5'7" but has the span of an average whit 6' male.

The only thing that is different is the arm length which is shown as 2 inches shorter.
