Liston wasn't rated high enough to be in the tourney. The WBA put together its tourney out of its top 8 contenders, and Liston wasn't one of them. Frazier had been #1, but was dropped down to #9 after refusing to take part in the tourney; Mildenberger took his spot as the top seeded contender, and Leotis Martin was moved up from #9 to 8 so he could be in the tourney. Liston was not in the top 9 at this time.

I don't think Ring magazine had him in their top 10 either. It wasn't until a year or so later that he regained a spot in the rankings, just before he lost to Martin.

Not that anyone really "missed" Liston anyway, no one really wanted anything to do with him - certainly not the promoters or the networks - after his last fight with Ali.

I believe Nat Fleischer really disliked Sonny Liston and made the decision to drop him from Ring Magazine top 10 rankings even though fighters like Amos Lincoln, Brian London and Hubert Hilton were rated.

I could be wrong but this is what I've heard.
