Avalos has pulled out of his fight with Rigo. Is this Hearns doing? Part of a plan to force carl to fight Quigg on bad terms?

I don't see why Carl would avoid Avalos. There'll be a great crowd in Belfast whoever he fights and they'll only have to pay the challenger peanuts. If Hearn wants to play silly buggers let him.

Sucks to be the guy stuck with Quigg and Avalos in this situation.

    Hearn:

"Agree to fight Quigg on MY terms ..or else...as Avalos' promoter, Ill force you to fight him instead in a much smaller fight, smaller purse etc"

Thats probably true, but might sour a few fans. I know Im not too happy about it myself.
Alternatively Carl could just AGREE to fight Quigg just to get rid of Hearn. Im fairly sure Frampton would beat Quigg.

Its obvious Hearn really wants a piece of the action with Carl and is prepared to go to great lengths to achieve it.
