Not 100% sure. Heard too many conflicting stories. However, that purse could only be realistic if they could generate the amount for both. Kind of hard when there's no major US draw involved.
No he simply said he believed they were being sincere in regards to the offer, he never saw proof of funds, I think he was simply took them at their word and chose not to make a big issue of it as it was never likely they would accept a fight in the US anyway. Maybe they had the 50 mill, maybe they didn't. But I think had Hearn and Joshua gone for it, some other issue would of come up, like not sending the contract in time before Povetkin mandatory was ordered. The way Wilder back tracked on all the previously agreed points and went back to the 50/50 demand when he couldn't come up with a good reason to not accept the April 2019 date, suggests they were never going to take the fight. Either it's all some ploy by both sides to build interest later down the line or it's a simple case of Wilder or his team not wanting to take the risk.
