Easily. However SRR does have an impressive KO percentage for his fights at 147lbs, unfortunately he didn't stay at that division for very long nor is there any footage to examine closely. But he was KOing some ATG Middleweights while weighting in far below the Middlweight limit so that needs to factor in.
He's definitely up there. Pipino Cuevas as well. He had more "raw power" and "heavy hands" than Hearns. More of Tommy's power came through technique and also speed. Cuevas was slow so didn't have that extra explosiveness from the speed, but just ****ing hit hard. He left behind a trail of broken bones and KO victims. I think Julian Jackson has that title at 154.
