it's always going to be harder to become p4p#1 when you're a heavyweight champion for the simple reason is you can only fight the best in your own weight divison, while the likes of pacquiao, ray robinson, leonard were able to fight the best and prove themselves in multiple weight divisions, which is a huge advantage when being regarded as the best boxer in the world. the likes of tyson was regarded as p4p#1, even ali as well, but both, especially tyson was very short lived as number one.
