He was trolling you. As a general guide, you should be at the lowest weight you can make comfortably. Genetics are different for each person but you sound like you are at a reasonable weight for your height

Are you a man or woman? If a man Northpaw is correct it depends, what kind of build you naturally are, what kind of build you are looking to be, if you are a woman, helloooooooooo.

    Calling it now

    5ft10 but really 5ft4
70kg lean but really 70kg flubber
    16" puppy fat arms.

I have seen 5ft10 70kg lean guys and they have great arms @ 16" something a kid wouldn't have

Most little lean guys with decent looking arms actually measure really small on tape 16" isn't huge but for a bloke that small they are. Obviously you could have fat arms but you would have to have tiny legs

Have you got access to a local gym or nutritionist you could ask? It's impossible to answer online

It's easy if he's already lean he should be 70kg, kids shouldn't be cutting huge weights

66kg @ the bare minimum, 63kg is delusional

Yep...but not knowing underlying conditions, dietary knowledge & training program - I'd steer clear answering that in a forum imo

You never know if he diets too hard as a kid he could stunt his growth

Daniel Dubois was 75kg @ 15/16 and now look at him and he's only 19
