Huck has a year to have a fight scheduled at cruiser before being taken off the cruiserweight rankings. Also, the #1 in the division has to fight for the vacant Ring championship. The championship when vacant is determined by #1 and #2 and in rare cases #1 v. #3. The Ring policy is clear. Doug Fischer is a piece of garbage and I cant believe he's associated with the Ring. Joe Santoloquito was a great boxing writer- best in the biz IMO, and Nigel Collins returned them to respect by re-iterating a clear policy.
Of course, you bring up good points. Here's the deal: If Marquez's next fight is above lightweight, we have another decision to make. We didn't drop him from the lightweight ratings going into the Pacquiao fight for several reasons. One, he's champion. We're less inclined to strip a champ if it's likely he'll return to his original weight. Two, we truly believed he would go back down to lightweight after losing to Pacquiao. Three, he clearly wasn't a welterweight; he weighed only seven pounds above the lightweight limit for the Pacquiao fight. I've read reports quoting Huck saying he is adding a lot of weight. All that said, yes, Marquez got one pass.
