I'd agree. I love Tapia, but he had much trouble with southpaws stylistically, and Ebihara is one of the best southpaws around this weight. Tapia had massive trouble with Ayala (though I thought he won twice) who was clearly a class below him ability wise (and Tatsuyoshi comprehensively outboxed and outfought Ayala, as a comparison). Ebihara also has the power advantage too, and proved his worth against high class boxers like Kingpetch. I'd expect Ebihara to win a tough decision win against the brilliant moving, always game Mi Vida Loca.
