Underrated based on what? Potential ? Their past opponents? Since neither has fought anyone, I would say they are both overrated.
Both are significantly overrated. Shakur has featured in major P4P lists before though so the edge of course goes to Boots for underrated.
When I was a boy, my granny was a bread worker. One of many of the city's underpaid, underlaid, underrated and underappreciated bread workers. She could make damn near any kind of bread in existence. And that was a requirement for her. And the only thing that kept her going, some days, (as it sure wasn't the pay) was that I would help her sometimes and we would sing old bread worker songs together, to keep our spirits strong and our hands busy. And it's not pretty. But it can be melodic.
Shakur Stevenson is a feather-fisted Willy Wanker leprechaun with sub-50% KO wins against less than great opposition. Boots is more underrated as he's less popular but has done much better against a similar level of opposition.
