There isn't another sport on the planet (outside of combat sports) where the best athletes can avoid competing against each other

Tennis players can't duck anyone if they want to win Grand Slams, You can't duck anyone in any World Cup, NFL, NBA, golf, Olympic sports etc etc

In no other sports do the top athletes have more clout that the governing bodies. The threat of stripping titles in boxing by the organisations means next to nothing to the top fighters

Joshua v Wilder should have happened by now or be scheduled.

Davis v Loma should be scheduled

There should be no way these boxers should be able to get out of these matchups

It should be a case of lose your boxing license WORLDWIDE for 5 years if you refuse a fight

And there needs to be an independent arbitration system to resolve pay/fight location disputes

The more options they have to make money the harder it is to make them fight. There used to be one ranking organization, two or three stadiums, and two channels where you could showcase your talent. This monopoly lead to one man holding the contracts of every champion and most contenders to matchmake as he wished. Basically, that means that the better it is for the boxers the worse it is for the fans. As long as they can cross the street and cut a better deal you'll never get them all to fight each other.

It would be impossible, unless professional boxing was turned into amateur boxing, which is beset by it's own problems.

Not sure, maybe if the champions of each organisation have been champion for 2/3 years they can force champion vs champion 50/50 splits?

Or if you can’t agree to terms, strip a champion and force them into another’s rankings?

    Remove network fights?

To be honest they are all garbage ideas, with networks, promoters etc so prominent it’s harder to make big fights.

The WBSS being successful/popular would go a long way towards fixing it.

boxing sadly has become market first. Someone with money generates a team only if they can hold so many cards in advance.
