So, it's still somewhat of a measuring stick, because despite not being at the level as they once were, they were still better as the vast majority of today's challengers. Joshua can only beat who is put in front of him. Pulev and Povetkin despite there ages are both widely regarded as top 10 Heavyweights, Povetkin by some is as high as top 5. Povetkin just scored a KO over highly ranked Whyte and Pulev has remained unbeaten since his loss to Klitschko 7 years ago. Also they were both mandatories so they earnt their shots by being active and winning. They are both solid wins, yes they are old but they are both still able to operate at the highest level and be dangerous.
Charles Martin is perhaps the most questionable "world title holder" in heavyweight history. Dominic Breazeale and Eric Molina are highly questionable world title challengers.
