No, we have actual evidence. Read the WADA Code, any IV use is banned. The fact that he was given a TUE for dehydration is breaking the WADA Code, and is clear evidence that USADA ignored WADA Code. In other words Fluid was on PEDs, needed to flush his blood, was caught, then they hid this. When Thomas Hauser broke the story, USADA was forced to clear Fluid with a retro active TUE, which in turn clears USADA themselves.
